We have a likely, albeit unproven theory that the various tank tops and T-shirts of the Deep Space Nine/Voyager era of STAR TREK were made from the same gray cotton lycra as the VOY undershirts.
Aside from the logic of such an approach (likely having plenty of this fabric lying around waiting to be used after ordering a large quantity of it for multiple productions in which the uniform garments constructed from it were featured), we offer the following as examples of apparently matching colors and fabrics:
Also of note is that at least some of the so-called T-shirts and tank tops were, in fact, "onesies," as evidenced by the Sisko's T-shirt below:
The "onesie" construction was also employed on the VOY undershirts and DS9/NEM division shirts, so it's not surprising to see it was employed on the other undergarments as well.
Lastly, it appears that at least some of the ladies' tank tops were, in fact, jumpsuits - that is, the "pants" and "tank top" were sewn together to form a single garment (technically a jumpsuit) that gave the appearance of two separate garments, as evidenced by the Jadzia costume below:
In fact, at least two of Lisa Neely's uniforms from Deep Space Nine's early sixth season episode "Rocks and Shoals" were jumpsuits like Jadzia's above, but complete with an "unzipped" DS9/NEM division shirt!
The ladies' "faux shirt + pants" jumpsuit technique was also utilized on Voyager with the "female hero undershirts" during the later era of the show, so, again, it's not entirely surprising that it would be done on Deep Space Nine.
However, the "faux shirt + pants" jumpsuit practice was not universally employed, as evidenced by these auction photos of screen-used Dax uniforms - ironically, because the auctioneers erroneously put the tank top on OVER the division shirt, both of which were tucked into the pants:
