Part 2 - FIRST CONTACT, VOY season 3

TNG's First Contact changed all that, however! 

As you may recall, over the course of the movie, Captain Picard gradually shed his uniform layers, ultimately ending up wearing naught but his uniform pants and tank top during his confrontation with the Borg queen near the end of the movie:

His tank top looked very much like the Sisko's did several years prior, but thanks to it being shot on the big screen and now available in HD, more detail was clearly visible! 

It still appeared to be a fairly uncomplicated garment, however - again, a basic gray tank top with binding along the armholes and neck opening, and a pointed neckline with mitered binding reminiscent of that on the "captain vest." 














The most notable aspect of Captain Picard's First Contact tank top was the aforementioned mitered binding corners at the bottom front of the neckline. 



Interestingly, Captain Picard's tank top did not close with an invisible zipper along the center back like later T-shirts and tank tops of the era would (you'll see): 




As mentioned previously, almost immediately after First Contact's theatrical release came Deep Space Nine's episode "Rapture" and Voyager's episode "Macrocosm," both of which showed the respective show captains in the various (and, in Voyager's case, for all intents and purposes, never before seen) layers of their uniform over the course of the episode.

The Sisko didn't sport his T-shirt in Deep Space Nine's "Rapture," but Voyager's "Macrocosm" featured Captain Janeway spending a good portion of the episode in her "new" tank top: 
















Again, not much detail was easily visible, though Janeway's neckline did appear to be higher than Picard's (unsurprisingly), and her armholes appeared to have mitered corners at the bottom (similar in construction to the Sisko's "captain vest"), rather than being consistently rounded like Picard's:

It is worth noting, however, that while First Contact, DS9's "Rapture," and VOY's "Macrocosm" are known for expanding the Starfleet uniform garment layers and options visually, in Voyager's immediately preceding episode, "The Q and the Gray," Tom Paris wore what might have been a Starfleet standard-issue T-shirt while on the holodeck:

We're not sure if that was a Starfleet-issued T-shirt intended to be worn underneath the turtleneck-style undershirt in place of the tank top and he's chilling it on the holodeck during his off-hours, or if this was just an example of Tom's 24th-century casual wear. 

He was wearing his communicator, which seems to lend it some sort of "official" quality, but on a ship that tracks and records every crew member's brain waves 24/7, that's hardly conclusive evidence.

Anyway, a few episodes later, in Voyager's third season episode "Blood Fever," B'Elanna Torres sports a tank top that appeared to be similar to the one Janeway wore in "Macrocosm": 
















You might also note that B'Elanna's neckline was considerably lower than Janeway's. 



Also worth note is that we clearly saw for the first time that, like most (if not all) of the other undergarments of this era (except for Captain Picard's tank top), B'Elanna's tank top appeared to close in the back via an invisible zipper and hook-and-eye closure in the same manner as the VOY undershirt:
